Question to anyone uses Iconv tool on windows .

Hey there, first of all I don't know if this is the best forum to best my question in , if it's not, am sorry a lot.
Secondly; I want anyone uses Iconv System tool on "win xp sp2 os",plz to help me how he does that, cause I tried it a lot and it failed, this is what I've done so far ;
1- I downloaded GnuWin32 Iconvlib and installed on my hard disk , "by the way I am working my developement on a localhost sever on my own pc",
2- when ever I try any command begins with : ' Iconv ' ,returns error that such command doesn't exist .. Wheather I run it on windows command screen , or through Iconv.exe screen which located in the "C:\Program Files\GnuWin32\bin" folder.
and after all , thank to all of u ppl ,stuff and members,for ur important work in this important site .
