Internet Explorer Add on Project

I am looking for a way to create a fully function tool bar within, currently, IE that uses BHO functionality without writing it in C++. I have started my review and so far I am finding a lot of information on how to use and attach to this functionality through C++ but nothing else. If you know of or have further information that may be of assistance to me I would greatly appreciate it.

I would like to be able to do the following:
Review information from the address line
redirect the browser based on that information
Review information from the Search line (IE 7.0)

Along with any additional functionality that is available. But these are the basics that I am starting with.
