Can't Get it

At the moment im in my school and trying to get on Command Prompt to try a few tricks (nothing bad of course) but it seems neither run or Command Prompt is in the start list and "Search" through the C drive doesn't help either, can anyone help me with a way around this to get to it?

Same thing at my high school when I attended, Start-Run-"cmd" worked :)

This computer has no "Run" and "Command Prompt" is blocked, I did find a way to keep Command prompt open though in a different way.

I opened Word pad and wrote
Command.com
net localgroup administrator deathcorpus/add

and it seems to freeze command prompt from being blocked so you may do what ever you wish after that. ^.^ thank you all for your advice.
