CSAction new array help

I am trying to edit/update our Web site which was created by someone else in GoLive I think. I need to add a third line item to this list. When I tried to add it, opening the link opens a full sized window instead of a popup, and "close window" completely closes the site instead of going back to the selection page. Can someone please help me to add a third link that goes to our projects under construction? What do the "BC6E07F80" numbers mean? It was the only thing I couldn't figure out in the code.
