No because you are not making yourself clear. I assume that you are talking about HDTV are you ??? In which case we would also need to know if you are talking about a PAL or NTSC system.

When you say clock rate do you mean frame rate of the video or do you mean clock rate of the decoder? In the latter case it is entirely platform dependent and no-one will be able to give you an answer without knowledge of the platform in question.

You could try looking at http://en.wikipedia.org/wiki/HDTV which has a lot of information.

processor pentium 4 and platform is windows and for both ntsc and pal.(hdtv)can you tel me the clock rate of the decoder and image

And no because the frame rate of the image will depend on you source and the resolution and the whether it is NTSC or PAL, it could be one of

Are you talking about the PCR (Program Clock Reference), also sometimes call STC (System Time CLock) for the stream? This is nothing to do with the decoder you realise but is part of the MPEG standard specifying the clock to which all stream are synchronised.

The PCR runs at 27MHz, the clock value comes in the stream in a 33 bit base and a 9 bit extension but the extension runs 0 - 299 and then most receivers will synchronise a local 27MHz clock with the received clock values. Quite often (well in ost of the receivers I worked on) for actual synchronisation purposes only the base was used which runs at 90kHz (27MHz / 300) and was considered to provide enough resolution.
