Why does mozila firefox always says firefox already open even though not?

I created a LAN web-based system. and this system can also access using remote desktop, the server has a browser mozilla installed and its the default browser that i setup. In remote desktop we have 8 users because we are only using cloud pc so they need to use the remote desktop.
My problem now is that sometimes the other users closed there browser mozilla and sometimes when they click mozilla to open this browser it prompt that Firefox is already running even tho its closed.
The only way that i know to fix this is to restart the server, so now i want to know how to fix this issue without restarting the server?

I fixed this issue already. Some users in our remote desktop only used 1 account, so there are 2-3 users using 1 account to access in our remote desktop connection. so because of this if the browser is opened to other pc and if someone used again thesame account to access our (RDC) when he/she open the browser it will always prompt that the browser already running, so what i did is that i assigned those users an individual account to our Remote Desktop Connection to avoid this problem. :)
