command line tool to convert web pages to html

Do you guys know any command line tool [free prefered] that could convert a local site [i.e. folder] to a single exe program? I want to call it from my application which creates a whole webpage from database. THe thing is we want to have the option of creating a single exe file as well as a website. We develop in .net environment by the way.
