What service are better? VPN or web services

i need to install a service that comunicate several users arround the world and send me information to my database server, but this external user cant access to anyone of my other services.

In this case, what option are better, VPN or Web Services?

Thats an odd selection, but my advice is that you have to consider the trade off...
Setting up each user with VPN could be a hassle for you - and there are security concerns that would need to involve deep IT support to make sure you set them up properly and securely.
Creating a web service is probably a little more difficult - but you will also have to build security into it as well - but with the web service it will be more about just securing the data you are exchanging rather than your whole internal network.
I'd opt for the web service and make sure you have proper security in place to validate your users.
