Utility for modifying BIOS interface or changing settings from desktop

Please help. I'm currently using an IBM NetVista M42... I have done all of the homework to upgrade this thing to perform for what I need. Currently, I need to modify a couple of settings in the BIOS, but the interface provided by IBM does not allow me to access these settings. I would like to either change the interface or use desktop and/or command window to access the settings. This summarizes my plight, I will provide additional details in the next paragraph and an attachment to show all relevant data.

What I did:

I upgraded my CPU and my memory, then I downloaded the latest available BIOS update and flashed my BIOS; no problems. My new CPU is still running at my old CPU's clock speed.

I did further research and learned that most systems will detect the CPU's speed and automatically adjust. Apparently, my systems will not and I must therefore manually set these timings. My BIOS shows them in the summary, but will not permit me to access them. Thus, I need a way to access these settings. I am attaching a screenshot of the Everest Ultimate summary; it shows what my hardware will support and what my system is currently using.
