How Do you write WHERE condition For timestamp

1
WHERE TIME_STAMP >= '#dateformat(form.start_date,"yyyy-mm-dd")# 00:00:00'
AND TIME_STAMP <= '#dateformat(form.start_date,"yyyy-mm-dd")# 23:59:59'

How can I write this condition in DB2
