DB2 Qsec Audit

In our organization we have two individuals who has qsec and a non qsec id (D11)with allobject authorty, the concern from audit was that D11 can reset the qsec profile and use it when ever he need, so we removed the all object authority from D11 and now he find difficult to perform his normal day to day duties can anybody help me to sort this issue out
