After adding a tablespace container: DMS rebalancer is active

If you add a new container, DB2 will (usually) put half the data on one
container and half on the other (it is sort of like RAID striping).

If you don't want to rebalance containers when adding a new one, you can
create a new stripe group when the container is created.
