sas9 Z/OS WORK space allocations

Hy can you please explain me how to code UTILLOC option on SAS9 instalation
on Z/OS and where exactly it is valid. Is it in SAS procedure or SAS
batch invocation. Another thing that we can not solve is WORK
allocations . One SAS job with works in SASv8 but when we migrate it to
SAS9 it end with errors like Utility file write failed. Like there is
not enougth space allocated but the truth is that SAS8 works just fine
with such allocations in JCL ?

I would be happy to explain it more specificly if anyone can help me!
