Verify File before import

I have a system where I pull data from an upstream database and then
ftp it through to another database server so I can load it up on
another system. This gives me several possible points of failure such
as the connection got cut off before the file completely exported.
The FTP of the file failed.
My question is this. Is there a way to easily check the row count of
a file before I load it? I am using ixf files so I know that the meta
data is there in the file but I don't know how to access that outside
of the import.

Any thoughts would be appreciated.
