package name restrictions

i'm relatively new to db2, and having a problem. running udb v8 in a windows platform trying to connect from a ibm vse box. after a clean compile and succesful package build i execute program bur566b which throws a sql error on the connect
SQLCODE: -934
SQLSTATE: 58021.
this seems to indicate a program load failure.

if i rename the program to bur580b and recompile/package build i throw the same error.

if i rename the program to bur123b/recompile/build package, or just about any other name, it will execute successfully.

these were all previously unused program/package names.
any help or idea are appreciated as the residing dba has a puzzled look.
