Yes, you can restore a backup taken from an earlier FP level. In fact, you
can also restore a V7 backup into a V8 DB2. (I think that is what "version
recovery" may refer to.)
4.) I have the following DB Configurations
Backup pending = NO
Database is consistent = NO
Rollforward pending = NO
Restore pending = NO
How do I find out why the Database is not Consistent ?
Because you have connections to the database that changed some data in some
tables?
5.) What is the use of Track modified pages (TRACKMOD) ? If its ON,
will it have an impact in the backup timing ? In an incremental backup
scenario will DB2 check the changed pages and there by lower backup
timings ?

First hit when I search for TRACKMOD gives this:
When this parameter is set to "Yes", the database manager tracks database
modifications so that the backup utility can detect which subsets of the
database pages must be examined by an incremental backup and potentially
included in the backup image. [...]
