rather broad permissions before the EXPLAIN

Adding databases/nodes to catalogs (why is this
annoying task needed - why can't db2cc be asked
to perform connections to databases which haven't
been catalogued?).
- Performance-related tweaks (bufferpools, etc).
- Fixing tablespaces which turn out to be of the
wrong type (e.g. with an unsuitable page size, thus
not allowing for large tables; this problem is
supposed to be less of a problem with DB2 v. 9).
- User additions/deletions/permission-adjustments.
- Helping users restoring data which have been
lost by accident.
- Regularly checking db2's error-log, and regularly
checking that backups really went well.
- Storage planning/re-organizations/additions.
