problem with memory heap

While running following command

CREATE INDEX ABC.CDE_X1 ON ABC.CDE (C1 ASC, C2 ASC, C3 ASC, C4 ASC )
allow reverse scans collect detailed statistics
DB21034E The command was processed as an SQL statement because it was
not a
valid Command Line Processor command. During SQL processing it
returned:
SQL10003C There are not enough system resources to process the
request. The
request cannot be processed. SQLSTATE=57011
table has 28 million rows. db2mtrk output is following:
