You can't. An instance is either partitioned or it is not. All
databases within the instance are therefore partitioned or not.
With that said, you can create a database in a partitioned instance
and then alter the nodegroups (except for IBMTEMPGROUP) in that database
such that all data lives on 1 partition.
However, why you'd want to do this (as opposed to just creating a
second instance with only 1 partition) is beyond me.
