db2ckmig has no flags but db2imigr fails for db2 v9.1 migration

We are attempting to migrate DB2 v8.2 to DB2 v9.1 on AIX. The host has 2
instances but the migration is on only one instance for now. Although the
db2ckmig works fine the the db2imigr fails with the following msg:

magn43:/opt/IBM/db2/V9.1/instance>./db2imigr -u db2td1 db2td1

db2ckmig was successful. Database(s) can be migrated.

DBI1281E The database manager configuration file could not be
initialized.

Following is the db2level output:

DB21085I Instance "db2td1" uses "64" bits and DB2 code release "SQL08024"
with
level identifier "03050106".
Informational tokens are "DB2 v8.1.1.104", "s060120", "U805924", and FixPak
"11".
Product is installed at "/usr/opt/db2_08_01".

Any suggestions, hints or constructive criticism would be appreciated.
