Systables lock during REFRESH TABLE causing issues

Suppose you have a table named TAB1. You create two mqt's, MQT1 and
MQT2, that reference TAB1 in their definition. Why is it that while
you issue a REFRESH TABLE MQT1, you cannot issue a DROP TABLE MQT2
without getting a -911?

It appears that the systables row for TAB1 is locked by both the
REFRESH and the DROP commands. What in the world is on the systables
row that needs to be updated by the DROP of a MQT?
