DB2 GetSnapshot API

Since IBM dropped the SNMP support in DB2 V8. What is the alternative to gather
database manager monitor information ? Is db2GetSnapshot API a right approach ? I found the information from this link:

I would like to implement an C++/C application to gather the monitor information from a remote machine. Can I use these APIs? Do I need to purchas a SDK from IBM ? Do I need to pay royalty if we include the monitoring application in our product ?
