db2 version 8.1 client fails on Windows 2000 server - help?

We have installed db2 connect EE on a windows 2000 server with tight
security. The client will only be used to connect to db2 running on
our mainframe. With the version 6 client we can get to a command
prompt, connect and select data. With the verison 8 client I am unable
to get to a DB2 command prompt unless I am added to the administrators
group. Any thoughts on this besides adding me as an admin since this
is not an option.
