How to give database drop privelege to a user/group on Windows?

For a specific database, how do I give db drop privelege to a user and
a group?

You can
(a) use the REVOKE statement (see SQL Reference)
(b) remove the user/group from the OS (assuming that you don't use a custom
security plugin)

Just read the question again myself. I guess you are talking about SYSADM
authority (this is not a privilege), which is needed to perform a DROP
DATABASE command. Have a look at the manual since all necessary privileges
and authorities are always described there.
