db2updv8: Fail to create routine SYSPROC.DB2LK_DEP_OF

After upgrading from v7 fp11 to v8 fp12 and migrating the databasase,
db2updv8 fails.

The routine IS visible in the catalog. On other databases i can rerun
db2updv8 when they have the routine int the catalog.

I already bound @db2cli.lst and @db2ubind.lst and db2schema.bnd grant
public.

I also noticed, that non dbadm users get sql551 when executing sql
with sign() function:

select abs(sign(data)) from table

They get sql0551 complaining on execute of object "sysfun.sign"
