db2start and db2stop commands giving problems

i've installed db2 on my aix box with the following configuration
bash-3.00$ uname -a -v -r
AIX symibm10 2 5 00CE60AA4C00

bash-3.00$ oslevel
5.2.0.0

I installed it in the compact mode and created 2 instances db2inst1 and
db2fenc1

After installation i logged in as db2inst1 and executed db2start .

I got the following errors

bash-3.00$ db2start
exec(): 0509-036 Cannot load program db2start because of the following
errors:
0509-130 Symbol resolution failed for
/opt/NEWDB2/lib64/libicuiodb232.a because:
0509-136 Symbol _DoIs (number 57) is not exported from
dependent module /usr/lib/libC.a[ansi_64.o].
0509-136 Symbol _Getctype__FPCc (number 60) is not exported
from
dependent module /usr/lib/libC.a[ansi_64.o].
0509-136 Symbol __ct__Q2_3std8_LocinfoFPCci (number 72) is
not exported from
dependent module /usr/lib/libC.a[ansi_64.o].
0509-130 Symbol resolution failed for
/opt/NEWDB2/lib64/libDB2xslt4c.a because:
0509-136 Symbol _DoIs (number 4) is not exported from
dependent module /usr/lib/libC.a[ansi_64.o].
0509-136 Symbol _Getctype__FPCc (number 14) is not exported
from
dependent module /usr/lib/libC.a[ansi_64.o].
0509-136 Symbol _Getnumpunct__FPCc (number 16) is not
exported from
dependent module /usr/lib/libC.a[ansi_64.o].
0509-136 Symbol __ct__Q2_3std8_LocinfoFPCci (number 41) is
not exported from
dependent module /usr/lib/libC.a[ansi_64.o].
0509-150 Dependent module libdb2e.a(shr_64.o) could not be
loaded.
0509-026 System error: Cannot run a file that does not have a
valid format.
0509-192 Examine .loader section symbols with the
'dump -Tv' command.

since i'm new to DB2 i'm absolutely clueless as to why this is
happening .

Is it due to a missing patch ??

Is it due to LIBRARY PATH ? Well my LIBPATH is as follows

LIBPATH=/usr/lib:/lib:/home/db2inst1/sqllib/lib64

Its a 64 bit OS that i'm using

Any help on this would be highly appreciated . My thanks in advance

Check your AIX patches against what is documented as DB2's requirements.
Since this is a problem when loading libC.a, it's most likely that you're
missing some system requirement, or that AIO failed to start during the
installation (though the error message doesn't look like an AIO issue).
