Entry point sqlouerr in DB2SYS.dll not found

Under W2K I am using DB2 V8.2. I have a program that is using the CLI.
When I run it on a workstation that doesn't have the DB2 client
installed (but does have the DB2 DLL's present) I would expect the
creation of the DB2 environment to fail and the application would then
go along dealing with this failure.

What is happening is that I am getting an entry in the event viewer and
the application terminates.

Application popup: Mux7500.exe - Entry Point Not Found: The procedure
point sqlouerr could not be located in the dynamic link library

Can anyone help me with this problem.
