problem with db2iupdt & db2icrt

I have 7 DB2 Connect gateways (all AIX) and I've been successfully able to update all but 1 to FP11. It's currently V8 FP8 and I can't seem to complete the install with db2iupdt for FP10,11 or 12.

After what looks like a successful ./installFixPak -ay,
issueing ./db2iupdt db2inst1 I get:
DBI1122E Instance db2inst1 cannot be updated.
Explanation: An attempt was made to update an instance. This instance cannot be updated because:
o This "db2iupdt" command cannot be used to update this instance.
o The instance is still active.

or I get:
DBI1250E Applications are still using instance db2inst1.

and I know that's not true. I shut it down and nobody is using the box.
pe -ef gives me nothing, ipcs has no mention of db2inst1

So I drop the instance and then try to create it with
db2icrt -a server -u db2fenc1 db2inst1
and I get:

expr: syntax error
./db2icrt: test: argument expected


I've tried IBM support but they are not finding the issue. They told me to check /etc/passwd, the told me not to use sudo (which I sudo to everything and all the other boxes with no problems)

Can anyone help me?

It's the same process I 've done on the other 6 boxes
