Combining rows into a single column

Consider the following table (Single level of hierarchy ... No need for
recursion)

PRIMARY_COLUMN SECONDARY_COLUMN
-----------------------------
-----------------------------------

PARENT -
CHILD1 PARENT
CHILD2 PARENT
CHILD3 PARENT

Is it possible to display the results as follows with the child rows
concatenated into a column

PARENT_DATA CHILD_DATA
---------------------- ----------------------

PARENT CHILD1,CHILD2,CHILD3
