DB2 UDB and Cobol on ZOS

Can you have a Cobol program running on ZOS that accesses DB2 UDB
Version 8.2 located on a distributed environment (AIX)? I also need to
hit CICS. What software will I need if this is possible?

Yes.

The COBOL pgm must be running under DB2 z/OS and I don't believe you
need anything other than DB2 UDB on AIX. You need to set up DB2 z/OS as
a DRDA-AR (Application Requestor) and DB2 AIX as a DRDA-AS (Application
Server). You can find more information on this in the DB2 z/OS library,
the DB2 AIX library, and the Redbook "Distributed Functions of DB2 for
z/OS and OS/390" (SG24-6952).

Don't know about the CICS part though.
