database offline

How can I take database offline(command window) before performing
backup and restoring operations?

what is full offline backup of the database?
How can I do that

you need to force all the applications connected to the database and
deactivate before doing offline backup. This way all the activites are
written to active log and create a consistent point..
Here is the command for offline backup..
backup database test to /dir/filename
