creating dsn for mainframe db2

I have installed db2 connect personal edition 7.1 on my desktop (win2k
pro) from where i need to access Mainframe db2. I have created a dsn
using Client Configuration assistant but i am getting the following
error

"[IBM][CLI Driver] SQL30081N A communication error has been detected.
Communication protocol being used: "TCP/IP". Communication API being
used: "SOCKETS". Location where the error was detected: "".
Communication function detecting the error: "connect". Protocol
specific error code(s): "10060", "*", "*". SQLSTATE=08001"

Your mainframe isn't listening, or your IP name is wrong, or a firewall is
blocking communication, or etc.

Talk to your network group - you have a networking problem.
