DIA9999E with error code -32

I have a problem where DB2 is returning error 'DIA9999E An internal
error occurred. Report the following error code : "error code -32"'.
This is happening on DB2 for Windows, v7.2.9 when compiling COBOL
programs using an older MicroFocus COBOL compiler.
The error message also references "aps_precompiler_svc". I have
thousands of other programs that continue to compile fine, the problem
is somehow scoped to just a couple programs. The problem started when
running several sessions of compiles at the same time and two of the
sessions hung and were abended (CNTL-C'd). The programs that were
compiling at the time the sessions hung are the only programs related
to the errors. Eventually service DB2-DB2 stopped at the server and had
to be restarted. A LIST APPLICATIONS revealed the hanging compiles and
a FORCE APPLICATION cleared them. When the compiles are run again they
still hang, and the loop continues. This appears to be precompiler
related, where DB2 won't let go of something, or can't have something
it's waiting for.

Any suggestions would be welcomed.
