Need help with unspecific error

we need help with the following error. The system is a
SUSE Enterprise Server: Linux db2serv 2.4.19-64GB-SMP #1
SMP Thu Mar 20 14:41:55 UTC 2003 i686 unknown

Installed is DB2 Workgroup Edition 7.2: DB21085I Instance
"db2inst" uses DB2 code release "SQL07029" with level
identifier "030A0105" and informational tokens
"DB2 v7.1.0.98", "s040510" and "U497046".

The message says: Error creating a counting semaphore

What does this mean?
