Full details about the various versions and licensing mechanisms for UDB
are available from the IBM website.
Express is licensed two different ways. You can obtain a user based
license, paying for each user that accesses the database or a processor
license that allows unlimited users on a single processor. The processor
license is the one you are required to buy if you are accessing the
database from a web server (unless you have only a handful of users and
want to use the individual licenses).
If you run your database on a two processor system; you must purchase
two licenses. If you are running on one of the new CPUs that has a split
personality and can operate as two "independent" processors; I believe
that the single processor license is appropriate because it's still a
single physical processor. Check with whomever you purchased your
express edition from; they should have all the details on what you need
to purchase.

I doubt you'll be able to do that. EE is targeted at large businesses
while Express is targeted at small to medium sized ones.
It shouldn't be necessary to recreate your database when going to
Express. Backup your existing database, test the restore process using
another instance to verify that the backup is usable then delete and
reinstall the software. Make sure you've applied the same fixpacks
with the new install and setup the Express system to match the
original install of EE.
You may be able to recatalog your database on the Express instance and
use it as-is. Worst case would be a redirected restore of the backup,
which is what you should have done above when testing the restore
process.
One question - Why did you start with the Try & Buy Enterprise edition?
