Extremely slow Administrative Server

Many tasks using the Control Center take a very long time, and many
times they fail. These include simple tasks like listing the tables.

Our AIX server has 9 DB2 version 8 instances (recently upgraded from
version 7) and one admin server (also version 8).

Here is an example of a message in the db2diag.log for the admin
server. No other errors are reported.

return code 0x900001DA Unable to open the lock file
impact 0x900001BC Failed to lock the registry

Any ideas?
