I am looking for a little program that highlights and formats sql
queries. I am getting very confused writing in vi with subqueries and
brackets. I came up empty on google.

Have you tried Emacs?

http://directory.fsf.org/devel/editors/emacs.html

Available for both Linux and Windows.

http://ctags.sourceforge.net/

lists pl/sql.

you can set vi to autoindent, which should take care of the bracket
problem.

i like Visual SlickEdit, in vi mode of course, but it is neither little
nor inexpensive.
