administration server not active udb 7.1 windows 2000

For some reason when I try to do practically anything with the Control
Center I get an error saying the administration server is not active.

However when I run the command db2admin start. It says it is already
active ?.

I done the usually googling and haven't come up with an solution. I
looked throught the log files but I haven't found anything that looks
like an error with the admin server. rebooting the box doesn't seem to
help.

Any help would be appreciated.

What is the registry variable DB2ADMINSERVER set to (You can use
'db2set -g DB2ADMINSERVER' to view the current setting)?

Make sure it points to the correct admin server on your machine.
