USERSPACE1 in a restricted state ....

LIST TABLESPACES shows USERSPACE1 in the following state:

Tablespace ID = 2
Name = USERSPACE1
Type = System managed space
Contents = Any data
State = 0x0003
Detailed explanation:
Quiesced: SHARE
Quiesced: UPDATE

How do I reset it back to Normal state? When I issue QUIESCE RESET
command, it completes successfully, but the tablespace still remains
in the same state.
