You could update the database configuration manager to change the
default (dft_mon_xxx) monitor switches to the settings that you want
to set as default.
Thus whenever a new application (or shell for that matter) establishes
a connection to a db (or attaches to an instance), the dft_mon_xxx
values would be used as default for that session (unless it is
overridden by the update monitor switches command)
