check if table has a lock before running query

Hi,
I have 2 applications A and B .
A = old 3rd party (select insert update )
B = home made (import into table1 )

Before exectiing B I want to check if A is not locking table1.
Is it possible by quering system views ?

I would just check for SQL return code -911.
