I think there may be multiple issues here - the failure you refer to is
probably that the tools catalog could not be created.
The tools catalog is a set of tables and views created in a database that
the admin server (DAS) scheduler and Task Center use for managing task
scheduling.
See the command reference for 'Create tools catalog' to create it after the
fact.
The failure was reported because the database manager wasn't started for
some reason (after the install completed), so a database for the tools
catalog db couldn't be created.
Why the database manager wasn't started is a slightly harder question to
answer here - you may want to take a look at the db2 install log files under
/tmp and/or look at the db2diag.log file to see if there are any clues.

I had stopped all database services before running the setup program
for upgrading from 7.2 to 8.1. During the installation process though,
I got a message to the effect saying the tools server could not be
installed because no start database command was issued. Does anyone
know how I can now install the tools server separately? Should I
simply re-install the DB2 8.1 and hope that this would install the
missing tools? Or can I re-install the fixpak instead? Thank you very
much for any suggestions...
