sqlj.install_jar issues

I am trying to get javamail running with DB2 and am running into a
problem with the sqlj.install_jar. When I go to install the jar, I
get a SQL1131 error message which is unhelpful. This is a fresh DB2
install and the first jar file I've tried to install on this system.
This is one the command I am issuing:

call sqlj.install_jar('file:/home/db2inst1/jaf-1.0.2/activation.jar','ACTIVATION')

This is running on:
Linux RHEL AS 3 update 1,
IBMJava2-141,
DB2 V8.1 FP5

Just as a side note, when I try to add this to the DB2PE system on my
workstation (db2 v8.1 FP5) it works fine.

Is there a trap file generated with the error? If not, do you have
DB2_ROUTINE_DEBUG turned on?
