Unable to create test DB2 database

I'm executing the following command, "db2 create db wssample" at the
command window and getting the error message "SQL30082N ATTEMPT TO
ESTABLISH CONNECTION FAILED WITH SECURITY REASON "24" <"USERNAME
AND/OR PASSWORD INVALID"). SQLSTATE=08001"
As far as I know, all of the services are running under id DB2ADMIN.
Previously I was not even able to start DB2 because of a login
problem, but thanks to a couple of fellows in this newsgroup I was
able to correct that problem by switching to user Db2admin in the "log
on as" column of the DB2 - DB2 services. To resolve my current
problem, I did the same thing with all of the Db2 services, but it
didn't help.

I'm running DB2 8.1 on Windows XP Professional version.

Any suggestions?

Unless you sign on to your computer as db2admin then you'll probably
need to issue the command "db2 attach to db2 user db2admin using
pswd". This will establish a connection to your db2 instance first so
that you can issue the create db command.
