db2dart - should db be activated or not?

Are the following true statements?

On v7, db2dart should only be run against an activated db with no
connections.

On v8, db2dart should only be run against a deactivated db (which of
course implies that there are no connections)

In my v7 dead tree manuals, I can find no mention of db2dart in the
Command Reference.

In the online v8 manuals, the db2dart section in the Command Reference
says that "db2dart must be run with no users connected to the
database." Well, either an activated or a deactivated db can have
no users connected. Which is it?

In v8, have a look at the INSPECT command here:
http://publib.boulder.ibm.com/infoce...help/index.jsp

(You can do a search on INSPECT.) This will provide the online ability
you want.
