Restore utility ignores USER clause?


WinXP, SP2.
UDB DB2 v8.2.1.

I have done a backup of the sample database and try to restore it to
new (sample2) database on the same server and instance.
I have an environment variable
I logged on my machine with not SYSADM account (say MARKB) and try to
do this:
db2 restore db sample USER
<account_with_s ysadm_auth_less _then_8_symbols USING ... from
e:\db2backup into sample2 newlogpath e:\db2logs redirect without
rolling forward
And get SQL1092 with message that "MARKB" does not have authority to
perform requested command.
But when I logon in OS as this
<account_with_s ysadm_auth_less _then_8_symbols and preform the same
restore command - it works.
USER clause ignored by this utility?
