system clock regarding

hello,
i have a small doubt regarding processors and clock rate.consider an example of Intel® Pentium® III
Processor where the clock speed is 1.40 - 1.13 GHz.why should the clock speed be 1.13 to 1.40 GHz.what happens if we increase or decrease the speed beyond that?
i have a assumption regarding that.please say whether it is correct or not.please correct me if i were wrong.
my assumption is that each circuitry in the processor has a propagation delay(time taken for the input to process into an output).so a minimum time is required by the input to process into an output.if we increase the clock speed beyond the range 1.40 GHz
for Intel® Pentium® III Processor the circuitry inside cannot process the input completly.so we get a wrong output.similarly if we reduce the clock speed below 1.13 GHz for Intel® Pentium® III Processor we get delayed output(even though all circuits would have processed the output before that time).
again i am sorry if i were wrong.please correct me.thanks in advance.

The reason Intel and AMD gives a range is is to give the end user (a save operating speeds ) If you choose you can easly over clock the cpu and the ram to in crease the CPU's output. But as we all know Your life span of the Cpu will be half. And there is a process delay from the data being input and the output, BY over clocking you will be able to fix this problem. or Just go and get your self a I7 Hexta core. problem solved
