Why is my PC slowing down when dvd rom is working?

Whenever I use the DVD ROM on my PC, it slows the computer down really badly. Whether I use it to copy files onto a CD/DVD, or install a program, the CPU usage goes to around 55% (which is totally unusual) because in the processes field there is no proces with that much usage.
I use this PC for a five or six months, this is new, for last two days, and I have enough procesor speed and RAM space!!
Thanx for any good suggestions...

are you trying to burn huge files or a lot of information at once?

Yes, but that was not the problem two days ago.., now every action small or large has the same effects !!

Hmmmm...have you downloaded or installed any new software in the last two days or changed any settings? Settings of any kind?

Good thinking, and there aren't any new programs or adjustments :); but you are wright about next thing: I'we tried to hook some old ATA HDD for data recovery, but I left everything like before, so there aren't any possible restore points(that I know of), however I failed hooking up new HDD, becouse on the new HDD was installed operating sys., so when I tried to turn on PC with another HDD I couldn't, he always asked new drive for instructions, and he was(naturally) unable to boot... so I haven't got the nerve to make any boot or bios changes and left everything like it was, took HDD and finished with data recovering at my job later.
Maybe something went wrong becouse of that, but again maybe...!
This is very unusual problem, so I would like to work it out without formatting the machine, and I searched for solution everyware on the net, and haven't found one, interesting aint it... :)

In my previous explanation, I forgot to say that I have SATA HDD, there is no master-slave jumper positioning like with ATA, and that is the reason because it's necessary to change boot options when installing ATA HDD as well...!
