Is there a universal back-end system?

Something like Drupal, Joomla, but not actually. Something different i found on youtube http://www.youtube.com/watch?feature=player_embedded&v=bYu6KERNXxI
Post some flexible back-end systems for web site creation or any other needs.

every website and cms got there own back end system but they following the same pattern, have a look the SAP framework
