why not? if you can demonstrate your front end developer skills well in the cv and for example github then i dont see a reason why not. Some recruiters seem to watch for certificates and whatnot first though - but believe me - i have seen people with tons of certificates that couldnt solve any real world problem on their own. Of course - you will have to make you stand out of the crowd of applicants - but thats the same with any application - there is usually always a competition between applicants.
The point is usually not some graduation but more the capabilities and the mindset of the developer - and a graduation at a higher school usually lets us assume a broader knowledge, which is what it is though: an assumption. So if you feel able to apply - just do it and try to sell yourself well - dont lie but even dont hide your skills.
